Dr.
Govine specializes in employment discrimination, labor, and
workplace issues focusing on six services: (1) expert witness; (2)
litigation consultation; (3) mediation; and (4) training facilitation,
design, assessment, research, (5) implementation of organizational
diversity and change management programs, and (6) public speaking and
writing.
She provides training to meet the requirements of California
Assembly Bill 1825, Sexual Harassment Prevention Training for Supervisory
Personnel. From 1983-1990 she served as the Executive Director, Pasadena
Commission on the Status of Women, Dr. Govine provided staff support to
the commission, managed a four-person office, investigated sexual
harassment and sex discrimination complaints, developed and facilitated
mandatory sexual harassment training for over 1,500 employees, coordinated
Commission’s annual woman’s conference, and hosted and coordinated
the 1985
National Association of Commissions for Women’s (NACW) Convention in
Pasadena, CA. In 1978-1980 she was National Director of Education, NAACP
Headquarters, New York City dealing with school desegregation issues. From
1977-1978 she held the position of Dean of Continuing Education, Pace
University, New York City.
Education
Dr. Govine earned a Bachelor’s degree and Masters in Business Education
from New York University and a second Masters and a Doctorate in Higher
and Adult Education Administration and Research from Columbia University.
She subsequently received a Certificate in Alternative Dispute Resolution
(ADR)/Mediation from Pepperdine University School of Law in 2002.

She
has served on the Organizational Development adjunct faculty, Human
Resources management, Alliant University in Alhambra, California. From
1985 to 2010, she served part-time as college/university faculty.

Witness Association (FEWA;, Board member, Association for Conflict
Resolution, (ACR), Los Angeles Chapter and member, National Chapter;
President, Friends of the Pasadena Commission on the Status of Women and
Past Chair; Pasadena Chamber of Commerce and Civic Association Board of
Directors; Founder/Executive Director (Volunteer), Border Council of Arts
and Culture/Consejo Fronterizo de Arte y Cultura (COFAC), 501 (c)(3)
non-profit international arts and culture organization. Pasadena, CA., &
Tijuana, Baja California, Mexico. Coordinator “Primera Edicion” exhibition
2004-2005, and “Tijuana Organic, Women’s Expressions Exhibit,” in New
York, November 11-December 10, 2005.
